Red Tape Keeps Student From Beaconsfield School

MONTREAL – Michael Morreale missed the first day of his Grade 10 classes Tuesday at Beaconsfield High School.

The 15-year-old wasn’t at home by choice.

Morreale was in bureaucratic limbo, without a permanent code that students need to be enroled in Quebec schools.
