Quebec's College of Physicians recommended on Tuesday that abortions not fall under the strict guidelines of Bill 34 covering private clinics.
Several private clinics had threatened to stop providing the procedure when the province adopted the guidelines this spring.
Under Bill 34, clinics are required to have dedicated sterile operating rooms for abortions by the end of September. Some health-care professionals have argued that dedicated rooms are not necessary.
