'Local improvement tax'; Repair of Blainville road could mean five-figure bills for 40 homeowners.

MONTREAL--Nobody enjoys paying taxes, but municipal taxes can be really unpleasant.

While most people pay their federal and provincial income taxes through weekly deductions at source, municipal property bills tend to arrive in lump sums. Same with welcome taxes and school taxes.

But nothing hurts - or bewilders and shocks - as much as municipal "local improvement taxes."
